Flywheel timing marks

Can someone remind me exactly what rpm the timing marks represent (it's a 1988 1.7 8valve). As well as the T (tdc) there's only two other marks - are these 2000 and 4500rpm?

How many degrees advanced should the timing be at these revs?

(My engine is struggling to turn over when I turn the ignition and I suspect it's too advanced)
