Mystery connector

In the passenger seat footwell, on a pair of trailing leads from the main loom behind the ecu. It's a red two terminal connector with a black wire and a blue one with a red tracer.

I was rather hoping it might be live (either pemanently or on the ignition) for a low current lighter socket but it doesn't seem to be but now I'm curious?

Also, while I was there I spotted a funny little three way connector with circular individual sockets and a blanking plug in the end. Is this some sort of ECU diagnostic?
